On the other hand - one such incident usually doesn't drive people (even teens) to suicide. It probably was a drop that filled the cup.
So:
1. The bullying must've have been happening before, probably on regular basis.
2. She must've had been dealing with other problems.
I disagree with her father that her mother's addiction and suicide had nothing to do with his daughter killing herself. Her mother's death must've impacted her a lot. If that's true that he had an affair and later married this woman and his daughter had to live with her under one roof, then that's a lot of "screwed up" for a kid to deal with.
It's stupid of the staff member to blame the suicide on the girl's drug use though (if that was true that she did take drugs). Drug use was a symptom of her problems, which led to suicide, not the cause.
She clearly wasn't getting the support she needed - probably both at school and at home. And she needed a professional therapy due to her mother's death, which, I'm guessing, she wasn't provided with...
She saved a little girl from drowning, but there was noone to save her:
