Spain knows that Russia would have to go through Poland first, and then Germany, and then France, to get to them. So they don't care. It's a similar situation with Italy.

However, Finns and Romanians might have a different opinion and those countries - safeguarding the north and the south of the front should probably get their nukes as well. European nuclear deterrence cannot rest on France and Poland only.
