Why didn`t they think beforehand?
Several reasons.
You can start with the 1st Amendment to the US Constitution.
You can also look at precedent.
Let's start with 2020.
Cities across the United States had protests that turned into full fledged riots.
Radical Leftists (like China-Compromised Dementia Joe Biden) say there is no equivalence. But while many just point out to businesses being looted and burned to the ground what the media deliberately ignores is the fact that federal buildings such as courthouses and the federal law enforcement officers protecting them were also attacked.

There was also the vandalizing and tearing down of decades or century old monuments without consultation for their removal. And many of these monuments had absolutely nothing to do with the issues the rioters and vandals had a problem with apart from being dedicated to white men. Many local, state, and federal law enforcement officers were injured during all these insurgent leftists attacks.
Oh and many of the effete, elitist, career politicians now screeching in outrage about what happened in the corridors where they work actually encouraged the mayhem and did nothing to hold the leftist mobs to account while they wreaked havoc all throughout 2020.
Let's look back further.
The media misleads the public by saying the US Capitol wasn't attacked since the British did so in 1814.
Pure lies.
Naturally, the dishonest US media deliberately refuses to mention the following:
- Three sticks of dynamite - July 2, 1915
- Puerto Rican nationalists attack Congress - March 1, 1954
- Bombing in protest of U.S. military in Laos - March 1, 1971
- Armed Resistance Unit bombing - Nov. 7, 1983

Here is a good question for you to think about. Since the Founding Fathers of the United States rose up in armed rebelled against tyrannical Britain would they have supported or opposed US Citizens entering the US Capitol (fondly described by politicians as "the People's House") to express their dissatisfaction with the incompetence, hypocrisy, and skullduggery of their elected representatives?
