The rules analyst on American TV (a brit) was saying it's a good no handball call, because....Cucubird was pulling his hand in.

Ridiculous.

If he had his arm right at his body (fully pulled in) and was hit, that's a no handball. However, if the arm is not fully pulled in (touching the player's side), then it doesn't matter if he was in the process of pulling it in, thinking about pulling it in or his grandma told him to pull it in - the point is it wasn't pulled in, and his body shape was expanded and in way of the ball.

Clear penalty. Fire the analyst.
