That report is rather vague as to its source Paulina only citing Russian services who are following Interfax
Sorry, I was in a hurry when reading that article - I thought it was an official statement, but it was just an interview on Russian TV. So, the message was either meant for the Russian public or it was a veiled threat (more like a bluff, though, I think).
In fairness Paulina do we really know that for a fact?
Atch, I recommend reading this interview with a well known Polish actor who worked in Russia for 10 years:

He says that only two things can shake Russians - sanctions, economic consequences and their soldiers coming back in body bags.
Do they even know what's really happening? They don't have access to the kind of information and reporting that we have.
Yes, but we can't do anything about it.
And they're too brainwashed already. Look at Velund - he knows English, he can read all the info here and yet - he supports Putin and the invasion.
Me and other Poles discussed with pro-Putin Russians for a long time and at some point we gave up, because they couldn't be convinced about anything. It was like talking to a wall.
The only thing that can make them realise the extent of the world's outrage are the sanctions (economic and other). And the thing that can make them realise at least a bit what's going on are those body bags.
But then, PIS is in power in Poland ........so, you know.
Yes, it is. Exactly. PiS is the product of the Polish society and Putin is the product of the Russian society, I'm afraid.
