Anyone guilty should be hung with piano wire
I'm of the same opinion, though I recognize the practical difficulties of implementing this.
I'll try to lay this out in my classic bullet list:
PROS:
1) It's good for discipline. It reminds the men that even though we are at war, this is not some free for all. There is accountability and responsibility. We may be good at what we do, but we will also do it well. If not, I will personally be punishing you.
2) If excesses are committed by the men, I think it is also appropriate - as an officer - to show them a taste of collective punishment. It depends on their age and experience, but as a commanding officer you should seek to make them feel collectively responsible for the offending member. It would be the same on a football or basketball team.
3) On the home front, it reinforces morale - because it shows we even punish our own. That is, we're definitely the good guys.
CONS:
1) Political turmoil. The guys that support us, are the same guys that hate Ukrainians a little bit more than we find acceptable for civilized folk. They increasingly demand more and more, and we try to accommodate as best we can. However, if we begin to jail our own men, all bets are off! The dogs will be let loose.
2) The average Ivan and Katerina will begin to think that this war may be a nasty and dirty affair that Russia should not be involved in.
In the end, it's not something everybody is much interested in.
