if some distant villages has no central canalisation
According to a report by Rosstat carried out in 2018 (a quote from that Moscow Times article):
"In rural Russia,
almost two-thirds have no access to indoor toilets, 48.1 percent of whom use outhouses and 18.4 percent do not have a sewage system."
It doesn't sound like just some "distant villages" to me..
It should be well excusable

It is absolutely moronic western notion that having warm toilet equals civilization
