Not "somehow" but because Russia chose to break every agreement it signed regarding Ukraine and the peace order in Europe when it invaded Ukraine. That and the well-documented desire of Putin and his clique to subjugate Ukraine are a pretty good indication that it will be impossible to negotiate a lasting solution the war that guarantee Ukraine long-term survival unless Russia sees absolutely no way to achieve its orginal goal of destroying Ukraine as an independent state.
