2001-2008 Russia was very much accepted into "the west". Chechen misery was permitted, Russia and China were partners of USA in the War on Terror, allowed to torture their own muslim populations for a bit. Their billionaires were welcomed in USA markets, US funds and European corpos made their way into Russian and Chinese markets. Multiple big infrastructure projects between Russia and Europe - gas pipelines, ports, refineries.

After the financial crisis, China, and to a lesser extent Russia, decided "the west" is dead, this time for sure guys, and started trying to do their own thing. But that's when Obama was saying Russia isn't the enemy, Europe isn't relevant, time for USA to go after China in the Pacific. And when Obama declared Russia isn't the enemy..... Putin got offended. Of course we are the enemy! Of course we are the other Great Power!!! Silliness.

Domestic job number one of any government is helping to provide citizens with a decent life. Even the DDR had a standard of living that was much higher than the USSR. West (then United) Germany wen't from dreaming of Great Power status in 19th century terms to a civil society with a booming economy and great standard of living.
