My best guess is that "businessmen" want "friends", not enemies, at almost any cost, especially if the cost can be dumped on the lesser people.

The idea of just cancelling China, wholesale, asap, and forever - with all the benefits that would come with the move - didn't even cross his mind. Instead, he just wants to tweak the edges. But, in all fairness to him, I hope I am wrong.
