The guy was stopped in his car for a traffic violation.
When the police ran his license plate with todays technology (computers in all police cars) they immediately knew he had outstanding arrest warrants for other crimes before they even approached this guy.

They told him to get out of his car which he did.
They then told him that he had outstanding warrants so they were going to handcuff him and take him to jail.
That is when the guy jumps back in his car to flee.
The police had no idea if the guy had a gun in his car and felt their lives were in danger so they shot and killed him.

All the police were thinking is going home to their family after their shift.

Is it really so difficult to understand? Sweden has a much broader definition of what it considers to be rape than other countries, thus it naturally will see more rapes reported. That doesn't mean it is unsafe for women, quite the contrary, it is one of the few countries that does a good job protecting them. Most countries require the victim to have said "No!" and or resisted at some point. In Sweden sex is considered rape if the victim has not given his or her explicit consent. You are also liable to be charged with rape if you e.g. deliberately avoid using a condome despite having promised to like Assange had to discover.

This is the difference between Sweden and countries that don't have a broad definition of rape yet report a staggering number of it like South Africa. No doubt other Western will report a similar rise in sexual violence once they follow the Swedish example.
