Through renaming the Gulf, most of which is completely controlled by the United States under maritime law and international treaties, any ban on oil drilling in the Gulf of Mexico implemented by Biden and others would essentially disappear. And to those who want to argue the president does not have the right to rename it, they would be wrong. Obama renamed Mt. McKinley to Mt. Denali in 2015 and with that action signed by executive order through the secretary of the interior, Trump can likely do the same.
