Religions don't need permission from the electorate to build places of worship. That's why there are around 40,000 churches of different Christian denominations in the UK. Even nutters like Pentecostalists are free to build churches. Of course you do need planning permission.

And if it's a Christian place of worship the times of services have to be displayed outside or in an open porch. Places that don't welcome outsiders turning up (like Christadelphian, Plymouth Brethren, what's left of Catholic Apostolic) get round it by putting a phone number to ring. Not really legal but tolerated. Non-Christian places of worship as far as I know don't have to since it's assumed their adherents would know when they have synagogue, gurdwaras, etc services.
