I have dual nationality and always leave the U.S. on my Jamaican passport (who would be there to question it since you don't go thru Immigrations & Customs upon departure) for the reason of taking in many items without having to pay any duty on them as allowed by Jamaican Customs for it's citizens.
(As long as the items are not for resale)
Coming back into the U.S. I have always use my U.S. passport knowing U.S. Immigration & Customs Officers have NO sense of humor.
So while it may be a law, it is one that is not enforced for law abiding citizens with dual nationality leaving the U.S.
I would think if you had dual nationality with Poland that you would be allowed to leave the U.S. on your Polish passport if you were going to Poland.
Interesting tid bit of info. though.
