The people in Kosovo were violently opressed by a regime that had stoked genocidal violence in the Balkans for years and was actively cracking down on them. Sinxe then they held democratic elections that have confirmed the new statusm

The people in Donbass lived peacefully until Russia decided that it needed to destabilize Ukraine and created a terror regime there with little to no support from the people living there.

Or in short: The independence of Kosovo pacifoed a region. The intented annexation of Donbass laid the groundwork for this war.

That depends on their objectives. My guess is that Russia never meant to occupy Ukraine. It's impossible and expensive. They just inflicted enough pain and damage plus a warning: don't even think about it!
