This could be true. It makes no sense to me, but Russian thinking doesn't make sense to anyone but Russians. We are still at least a few weeks away from any new conscripts reaching the front. Its clear, Ukraine took a few days to give soldiers rest before making another big push. I suspect that push begins today or tomorrow. I also suspect polling stations when found, and vote counting locations will become valuable targets right now.
