As PolAm rightly says, this has always been the case in Poland. Sloppy journalism on the part of Bloomberg. It's one of the reasons for Poland's well known filthy, toxic air. Quite apart from coal, people burn everything and anything.
For example back in 2018 Radio Poland reported that despite the fact that incinerating rubbish has been banned in Poland for almost 20 years, such practices are widespread, according to the Polish Smog Alert organisation.

and in March of 2022, "People burning rubbish and using old, inefficient stoves are getting away with polluting the air because of the lax enforcement of environmental laws, an NGO has claimed."
