Fokin said that it was a "prognosis" by Brzeziński, so it looks like that they were discussing future demographic trends.

I don't know in what language Fokin and Brzeziński were talking with each other, but I think it could be a translation problem/misunderstanding since English "ought to", for example, also translates as "должно".
