Deserves a bit of attention...

No one 'respects' russia because russia doesn't do anything worthy of respect. Why wasn't money from gas and oil sales used to raise living standards? the russian government chose to steal it and the russian people were too apathetic and pathetic to even protest.

because russian values aren't built around things that let people plan futurues (like "rule of law") but around primitive dysfunctional ideas like "the will of the tsar".
