He doesn't mean to be taken seriously. His target is the Russian population. Foreigners by default are supposed to be under the impression that Putin is a Russian moderate and reasonable leader, they they have worse in store. Tacitly hinting not to pressure Putin too much because he might lose his job, and in his place, there will be someone like Bearson or even worse.
