A person arrives at Heathrow or whatever airport..... border control decides they have no right to enter the country. Do they have access to a 'right of appeal'?
Yes, but only if they want to appeal on certain grounds. If they just want to appeal because they want to go to Windsor Castle, no, they don't have a right to appeal. If they just want to appeal because, for example, they have been refused under some aspects of the EU Settlement Scheme or because they have claimed asylum, yes, they do have a right to appeal.
Take them into custody (jail, closed centers) and keep them there until their case is resolved.
That might sound tough and so on, but do you have any idea how much it would cost?
The only reason no British government can come up with workable plans to stop the flow is that they don't want to stop the flow
The problem is that the only proven way to stop the boats is to rejoin the Dublin mechanism, but that involves rejoining the EU and the thick northern racists who decide any election these days don't want that.
