As a Commander-in-Chief (what a joke!), Trump should have done everything to stop the flow and use everything in his power to do it. He could easily stop or tax private money flowing to Mexico but he didn't. He could order the CBP guys to shoot rubber bullets. He could order every truck crossing the border ripped apart and every box cut open to check for drugs and illegals to force Mexico to protect our border because we are too impotent to do it ourselves.

And then there is this elephant-in-room question: what exactly is he going to accomplish in the next term that he failed to so far, border-wise?
