I don't think the Europeans here understand that most of the United States is not crime ridden like the major cities are.
Chicago just happens to be the armpit of the Mid West with Detroit being the other one.
The farther you get away from those two cities the crime rate drops dramatically.
That is why there are two sets of laws, one set for the uncivilized jungles (big cities) and one set for semi civilized rural.
Where I live you would be hard pressed to find a Black person (within 150 miles in any direction) and impossible to find a woman wearing a Black Halloween costume or see a Mosque.

Consequently there is no crime to speak of in my predominately White (lots of Polish ancestry) neck of the woods where I live.
