Thats actually a good idea. Offer every black one million dollars to leave, send them back and its in their bank account on arrival. Cleans up the US, and gives money to the African economy, opens up affordable housing, and lowers the crime rate. Amazing idea. As for illegals, just shoot them if they wont leave.
