I guess he could have narcissistic personality disorder, but those types usually seek praise and admiration and Novichok claims he doesn't care what others think of him, so I'd go with sociopathy... (although, apparently, people can have both disorders). It's difficult to judge just by comments on the internet, we would have to know how he behaves and what he does in real life to be able to tell for certain, I suppose.
