No, men ruled the world, because they were physically stronger and so they were able to dominate women. It's the same in the animal world - if males in given species are bigger and stronger than females then they call the shots. Not because they are smarter, etc. Actually, in case of chimps, bonobos, dolphins and otters it's more often females who are using tools to get food and they're teaching it to their offspring. In case of species where there's no such difference in size and strength there's no domination of one sex over the other.

With the development of technology men's advantage has lessened, because physical strength is not so important anymore. Nowadays brains matter much more and thanks to that women have a more even playing field and more to say.
