Serbs for all their bluster had been unable to remake Balkans to their liking. Not that they had no time or opportunity. Either they had no means, know how, economical and cultural base or a coherent plan. In my opinion they lacked most of the above.

Incoherent, partial not coordinated and most oft than not only passive reactive acts could only annoy others.
In FACT NATO could bomb Serbia with impunity. That ended talk of a local/Balkan power.
Serbia was reduced to be a small insignificant country on the ass end of Europe and even restoration of Kosovo wouldn't change that reality.

It illustrated the fact that big ambitions need to be backed up by something more that a third rate infrastructure (at the time) and a fourth rate leadership.

As for Russia. Putin was going to happen sooner or later. USA would wanted someone like Putin in charge of Russia. They wouldn't want for Russia to go Ukrainian way due to their larger nuclear arsenal.
