Maybe Germany is far ahead of America, and stopped using pagers... but in America 85%+ of hospital staff still carry pagers. It is a much simpler way of finding people urgently, than writing personalized sms messages to hundreds of cell phones.

Also fire departments and emergency services use them (because cell phone coverage may be nonexistent in some areas).

Also IT admins use them, so that everyone may be notified of a system outage immediately.

Also police use them.

Also people working on electrical infrastructure or pipelines.

Also people working in mail rooms.

Nice try but no cigar... Murdering a child is wrong when HAMAS or Hezbollah does it and wrong when Israel does it. A blind attack such as these in Lebanon/Syria is the very definition of a war crime and thats before we get to proportionality.
