Harm? Harm to who? To those who killed civilians, loot, rape all womans in village, and at retreat destroy anything they can to leave survivors without shelter?

"In Europe and before we were little known, even to the point of being surprised that such enlightened nations have so little interest in learning about a people that they hate and are constantly afraid of. This paucity of European knowledge about us and even a certain inability of Europe to understand us in many points - all this in some respects has so far been partly beneficial for us. Therefore, there will be no harm now. Let them cry at home about the "shameful weakness of Russia as a military power," contrary to the testimony of dozens of their own correspondents from the very field of the war, who marveled at the fighting ability, the chivalrous firmness and the highest discipline of the Russian soldier and officer; let them consider the most possible, though significant, errors of the Russian staff at the beginning of the war not only as irreparable, but as organic always defects in our army and nation (forgetting how often we beat them in battles over the whole two hundred years). Let at last the most serious of their political editions inform Europe of the exact truth about the tremendous rebellion of the people, led by the nihilists, at the Vyborg side of Petersburg, and about the two regiments, requested by the Russian command from Dinaburg to save Petersburg - let them say all this in their blind rage. Again, it is even better for us, because they do not know what they do. After all, of course, they would like to arouse hatred for us everywhere "as dangerous opponents of their civilization", - and here they present us in a decadent form, in ridiculous weakness as a military power and as a state organism. But who is so weak and insignificant, can he arouse fear against himself and the coalition? And they just need to turn their society against us. Hence, they speak to their own detriment, and if so, they bring us not harm, but benefit. We will wait for the end.
But to imagine that to them would reach the most complete, exact and true information about all force of spirit, feeling and steadfast belief of Russian people in justness of the great business, for which the sovereign has drawn his sword, and in doubtless triumph of this business, sooner or later? To imagine that Europe finally understood that this war for Russia is the national war in the highest degree, and that our people are not at all a dead and heartless mass, as they always imagined it, but a powerful and conscious of its power organism, united as one person and undivided by heart and will with its army - about what fear and what universal excitement would excite them to this information! And, certainly, it would rather contribute to the real and evident coalition against us in Europe than to slander our weakness and fall which is so pleasant to them. No, let them believe better the revolt at Vyborgskaya side. We can only be encouraged that they believe it."
