Both Ukraine and Georgia got invitations in 2008.
I categorically did NOT get an invitation to join NATO in 2008.
In 2008, George W Bush was lobbying to get both Ukraine and Georgia into NATO, but the only development was that NATO said Ukraine and Georgia could feasibly get in at some time in the future. NOTHING materialized--no invitation, no "application" to join.
The only positive development between NATO and Ukraine is NATO giving some kind of partnership, like Australia, Finland, and Jordan have with NATO. It gives the opportunity to share information, share best practices, and share some operations, like Ukraine contributing in Afghanistan--y'know, stuff non-NATO countries do with each other all the time.
It is not a stepping stone to NATO. It seems that many folks who study this stuff believe that Ukraine was actually out of the running due to Russia invading Crimea.
NATO was in the mix of reasons but I still say it's not the main one.
I'm not sure it's not the main reason. You might be--probably--right that he wants to destroy Ukrainian identity, but, that may be to serve his ultimate end of securing Ukraine as a Russian vassal to protect Russia from perceived NATO pressure or aggression.

Of course, these are all guesses--but that's all we got.
For anyone interested, I just began reading a book called "Not One Inch" by M.E. Sarotte that deals with the so-called promise made to Russia that NATO wouldn't expand past Germany if Russia removed its troops from East Germany. For the past decade, I've thought it was one of the valid grievances the Russians had--so far, this book has put that into question. It's a balanced account with 150-plus pages of notes.
