If you read the BBC report it says that the photo is "Claimed" by Russia to be the crew of the Mokva.
We already know how well we can trust The Russians from all their lies through history, including their claim that it was not Ukrainian missiles that destroyed the Mokva but an accident.

So why did they then destroy the factory near Kyiv that manufactures those missiles that didn't destroy their ship?
