Russian Federation has the moral upperhand of never have used nukes for defensive or offensive actions. If their threatening continues, then they will eventually be forced to use it one way or another. Otherwise it will lose it's serriousness, and when that happends. They will most likely be seen worse then U.S.A using nukes on Japan for a number of reasons:
1. Most people know now of the long-term consequences of nukes.
2. U.S.A used them in a world war to stop it and avoid further military losses. While Russia seen as using it only to be taken seriously and as a power move.
3. As Russia would be the most recent nuclear power launching nuclear warheads, most states in the world either succumb to Russian military capabilities but, secretly work against it or joining NATO formally or creating second, third or fourth military alliances/coalitions with main purpose to co-operate vs Russia.
Other nuclear states in the world would gain allies and stronger connections.
This kind of scenario fits all other nuclear states quite a lot. Especially U.S.A if Russia used nuclear rockets on Ukraine
