It's partially fake - it's from an interview with Morawiecki from Interia - but the quote attributed to Morawiecki in Crnogorac3's post comes from the journalist. Also, Morawiecki didn't say that sanctions "have little effect on Moscow", but that they work partially/halfway ("- Sankcje rzeczywiście działają połowicznie."):

Ukraine has already struck Crimea several times - blown up planes and ships, attacked the bridge and even put a drone through the military commands window. They are not scared of an alcoholic like Medvedev.

The orders for trillions and trillions of dollars of American and Korean weaponry only solidifies this new reality for the next 200-300 years, at least. As my colleague Kania has pointed out here, it will be not more than a few years before Poland will be in possession of nuclear weapons, developed with the help of Ukrainian nuclear physicists and rocket scientists. This would mean that Poland immediately goes from being a mere Eurasian power, to the status of a global hegemon.

For this reason, it is important for policymakers in Washington and Beijing to tread carefully when it comes to this rising hyperpower. From Havana to Phnom Peng - Warsaw's interests must be weighed and considered.

- they're killing too many young men (they just don't have enough, it's not like pre-20th century russia when the tsar could get young men killed willy nilly and there were still plenty around)

- putain has brought about long term structural damage to the economy.... it's energy markets aren't coming back because no one with a three digit IQ will trust russia

- putain drove out a lot of smart people, negative selection is the normal course of things in russia but putain drove that up to hyperdrive

- the population is being taught to prepare for mass death (rhetoric by Solovyov or Simonyan is insane and nihilistic and filters down to the politician calling war "love" and the "future"

they've done it all to themselves.... for nothing

Whatever happened, it's irrelevant for the current legal situation. In 1997 Ukraine was recognized by Russia as the sovereign state, with Crimea within its borders. At this point historical arguments no longer apply. Current Russian warmongering is simple banditry.

Actually in 1994 russia pledged in writing to defend Ukraine's territorial integrity (Budapest memorandum) ... like all russian promises.... it was broken because it's a country with no honor or decency with a pathetic culture that russians are proud of (they think it's great that they live in filth so the tsar can have his palaces and don't mind sacrificing family members for his insane death fixation....)

Also in 1997 Russia and Ukraine signed Russia-Ukraine Friendship Treaty in which Russia recognized Ukraine's sovereignty over Crimea. And until recently the situation of Crimea was obvious for both Kyiv and Moscow.

If you really want to learn how Russian thieves think, you should read about the Vory v Zakone. The unwritten law they live by is sometimes called «понятия», or "understandings". Well, Ukraine has violated many, many of these "understandings", and this rendered the old agreements null and void.
