Yeah, it looks like people wanted to interact with them and support them, but the Wagner guy got nervous and told them in a friendly way to back away and disperse. It seems like they're not sure how civillians will react to their "quest for justice". And I'm guessing that Wagnerites aren't usually too accustomed to local populace being friendly with them...
