It's very important that America be viewed as trustworthy:

1) Whether you are India, whom America is asking to saddle up for a long confrontation with China.

2) Whether you are the Philippines, and America is prodding you to build fortresses on coral atolls

3) Whether you are Japan or Taiwan for broadly similar reasons

Entire nations are mortgaging their future, based on what you say.

If it emerges that your words mean nothing, and that at a crucial moment in time you'll just start improvising - these countries will have no choice but to engage with China - that is more honest and predictable in its dealings.

I'm sure that Japan would always prefer to work with a strong, democratic, and free market oriented America, over a Communist-led China.

But if Japan sees that America has become completely unhinged - it may very well decide to work instead with China.

China doesn't invade anyone, or kidnap anyone's presidents.

China doesn't come up with new tariff policies every time it wakes up in the morning.

China has only enough nukes to defend itself, but not enough to destroy the world 5 times over.

China doesn't tell its friends that they have to spend 5% of gross national product on their Chinese weapons - or else!

China doesn't try to make everyone buy ther gas or oil - instead they are the number one exporter of dirt cheap renewable technologies.

2.Russia believes it needs border countries to protect itself from the west.(As in the past).
3.Russia thinks that Poland's military build up is a threat, especially if they decide to attack The Baltic States.
