I don't really understand why he has such a fascination with attacking Serbia, and Serbians.

His vendetta does seem like it's personal in nature. Serbia isn't a country that's on anyone's radar, or is a major player in any of the major wrongs in this world, and seems like a smaller country caught up in the flow of larger powers who're the real culprits.
