There are, unfortunately, neo-nazis in every army in the world, even the Israeli army has had problems with them (although I suppose that the Swiss Guard might be small enough and selective enough to avoid them).
However, there are not many armed forces in the world which are led by a neo-nazi. In fact the only one which I can think of is the 'army' of the 'Donetsk People's Republic'. The leader of that band of merry pro-Kremlin terrorists is a certain Pavel Gubarev, who is/was a member of a charming organisation which trained him and who he has publicly acknowledged. The name of that group is Russian National Unity and their emblem looks like this:

That link is to an Amnesty report on a very specific topic, producing it in no way demonstrates that Amnesty have not said that all sides in this conflict have shown disregard for civilian lives and are blatantly violating their international obligations.
If you think that all western media are propaganda, allow me to provide you with your hero's mouthpiece reporting the exact same statement by Amnesty:
