A school district or charter school must provide students with access to menstrual products
at no charge. The products must be available to all menstruating students in restrooms
regularly used by students in grades 4 to 12 according to a plan developed by the school
district. For purposes of this section, "menstrual products" means pads, tampons, or other
similar products used in connection with the menstrual cycle.

Reading the word of the law, the requirement to provide menstrual products hinges on the school districts plan. In other words, if a school district says a menstruating girl who identifies as a boy is allowed to use a boys restroom, then menstruation products should be made available for free in the bathroom she regularly uses, which is a boys restroom.

The requirement depends on the plan developed by the school district for which restrooms are regularly used by students in those grades. So only if a school district has a plan that says there can be no all-gender toilets and all students must use toilets of the gender to which they were assigned at birth and there were menstruating students at that particular school who regularly used both toilets would menstrual products need to be in both. But there are no such school districts. And even if there were, there is no way for school administrators to verify who regularly uses which toilets.

Yes, a school administrator could easily know who regularly uses what toilet. It's not difficult at all.

Your explanation is a little jumbled, but I think you just acknowledged that tampons are required in boys restrooms. Anyhow, by the end of a law student's first semester, using the little bit of legal reasoning he acquired over the past 4 months would see there is a state mandate to provide tampons in any restroom if a school district said so, unless there is case law that adds specificity.

No. I said that if three conditions which are not all met were to be met, tampons would be required in some boys toilets. But that's like saying that your mother would be your father if she hadn't given birth to you: the conditions are not met!

Most American schools have hall monitors, so simple observation. I'm sure teachers on this forum would also attest that they'd hear from other students that so-and-so is using the bathroom, but it's really an immaterial argument. According to the letter of the law, you don't need any transexual in any school for tampon machines to be installed in boys' restrooms. All you need is a school district to say they should be made available in all restrooms.

I personally wouldn't support putting tampon machines in schoolboys' toilets. But that's for the simple reason that 99% of the things would be wasted due to many teenage boys being less than mature. It's pretty much a racing certainty that most of the tampons put there would end up stuck to the ceiling.
