If Russia uses nukes in Ukraine then NATO will respond with a massive conventional response against any Russian troops in and around Ukraine, which is why Russia won't do it.

No one, including China, is going to accept an offensive use of nukes like that.

And even if they were dumb and did, they would not retaliate against NATO with nukes, because they are not going to start WW3 just because they are losing a war in Ukraine.

Russia is losing, and they have no cards left to play. Putin will just need to resign and then they can start negotiating their withdrawal from Ukraine. The sooner they do this, the less painful it will be for everyone.

In related news to illegal annexation, the Czech Republic is allegedly going to take a vote of its representatives in Kaliningrad and will then claim that territory.
