Chancellor Olaf Scholz declared his no to Taurus deliveries to Ukraine at the editors-in-chief conference of the German Press Agency (dpa).

Scholz said in Berlin that he did not want a situation to arise in which German expertise was directly used to capture Russian targets. In other words: There will be no target acquisition at Taurus by German soldiers. Furthermore, the following still applies: No German soldiers on Ukrainian soil.
