Only reason casuelties were low for Norway was because plenty of Germans had a positive view of Norway and knew how **** poor Norwegians were from before the war and that ANY damage to infrastructure, factories or whatnot would be devastating to the entire country. The Norwegian underground movement knowing this reduced it's opposition to passive resistance to avoid casualties to a minimum until late stage of the war performing sabotage and actively making 400.000 German soldiers stranded in Norway instead of fighting the western allies on the western front or Russians on eastern front. Do I have to point out what 400.
