If so then the procedure at most supermarkets is that shopping trolleys are cleaned by staff, as the handle part is the most likely part to pass on the virus so really this is just a safety measure. It looks like the person you saw was a shopper and good for him if he went to the trouble of cleaning his shopping trolley. If you saw this in the USA then I am unable to comment.

There is no reason to wipe the shopping cart after use anywhere since it will be wiped by the store or the next user. Anyone who would rely on the last customer wiping it is an idiot.
