why i dont quite understand here is that if Putin really support and arm rebels as it widely claimed,why he sends so little,outdated and useless gear,and so few soldiers(lets hypothetically say he does)

Aren't we all psychologists? Psychologists don't need a medical degree to give an opinion. Psychiatrists, on the other hand, are medical doctors.
