I have been saying it all along that the crime syndicate aka as US government does not want to eradicate crime and specifically illegal drugs. What would the DEA do if they did? Collect cans? The same for rehab clinics, police, jail guards, prosecutors, parole officers...Crime is a leading industry here...Quoting:
