Nope, I've heard that opinion in a video posted by a physical therapist treating dementia patients (former MAGA guy at that).

But more and more medical professionals are coming out with statements that he has some kind of neurodegenerative disease, most probably dementia. Actually Epstein wrote in 2017 in an e-mail to Michael Wolff that Trump's friends were concerned that he was showing sings of dementia back then already.
