What legal fact? Poland is trying to have a judicial system reform similar to the German system. However, apparently the system that is OK in Germany doesn't seem to be allowed for Poland. Interesting, isn't it? Also, please show me where it says in European treaties that Brussels has right to interfere in judicial system of a member state?

The loss of the land was not a part of any reparations deal but a result of a lost war of nazi aggression. Go complain to Stalin, Poland have nothing to do with it. We would have been happy keeping Kresy - we lost territorial equivalent of the entire Czech Republic on the "deal". And the measly $1.3 trillion (more of an equivalent for the razed Warsaw and 200,000 of its inhabitants murdered) seems to already take into account the overtaking of old Polish regained lands in the west.
But yeah, it is Germany who does not want reconciliation.
Very well then - you want reconciliation? Brilliant. How about you stop interfering in Poland's internal matters, meddling in the coming elections by openly and fully supporting one of the sides, stop blocking EU recovery funds for Poland, stop acting against the much needed judicial reform in Poland (which aims at nothing different than what Germany has implemented long time ago), stop lecturing Poland on "democracy and European values" from a high moral ground (especially annoying) and then we will drop the reparations issue once and for all? How is that for a deal?
