Johnny, everything in moderation!
Surely, "special programs" a la the late Justice Ginsberg, are bad for the average
American who doesn't qualify; often excluding for its own sake is as bad as including
without purpose or standard.
No, clearly NOT everybody belongs in school, although naturally we all, that is, most of us,
have to eventually work for a living by earning some sort of income. Deeming some people
"too dumb to learn" can certainly be as permanently hurtful to our society as its converse,
namely, that all people belong in the same professions as those truly qualified as well as talented,
just in order to fill a quota.
As a college instructor of many years, I can safely assert that there are more teachers who are plain
teaching disabled than students/pupils who are labeled learning disabled!
