That can come only from a guy who has no clue what the "Ministry of Truth" stands for and is lousy at English. So, here we go: typically, the phrase "the Ministry of Truth" refers to an oppressive government who punishes its citizens for saying unapproved things. Like now in Europe. Spying is collecting what the citizens are saying. The US like every other country, including Vatican, is spying but not charging criminally for wrong or hate speech the way Europe does.
