That's because the fourth plinth is reserved for TEMPORARY exhibits of modern art. A statue of Elizabeth II will be a PERMANENT installation. The anti-colonial chap's statue will be taken down within the next couple of years and replaced by something else. You really need to get your facts right.

Btw any statue of Elizabeth II will have to be done with the cooperation of the Royal family and they may not want anything erected. Personally, I think a statue would be a bit tacky. I don't like the one of the Queen Mother and the Diana one is hideous. Something like a memorial garden would be much nicer and more appropriate for the late Queen.
